Seattle approves design for 170 housing units next to Fremont landmark

The city of Seattle has signed off on the design review for a 170-unit housing project proposed along the bustling Stone Way retail corridor in the Fremont neighborhood.

Bellevue-based Pollard Entities and Redmond-based Legacy Partners are developing an eight-story apartment building and a separate four-story townhome complex, according to design plans. The city’s approval was posted May 26.

The two buildings would wrap around and preserve the Shannon & Wilson office building on the same lot, at 3670 Woodland Park Ave. N.

The 1960 building, built for the Shannon & Wilson geotechnical firm, is a city landmark and “one of Seattle’s most iconic Modern style buildings,” according to its 2017 landmark nomination form.

A new 162-unit apartment complex plus an eight-unit townhome building next door would provide “a quiet backdrop for the Shannon & Wilson Building while giving new life to the landmark,” according to design plans submitted in November 2025.

The project would also create 127 underground parking spaces and redevelop surface-level parking around the landmark into green spaces.

Stone Way housing project

An eight-story apartment building and a separate four-story townhome complex are planned near the Shannon & Wilson building in Seattle’s Fremont neighborhood.

The developments would replace a 1922 garage and a 1926 three-story, seven-unit multifamily structure, according to county parcel data.

Pollard Entities and Legacy Partners have not responded to a request for comment.

One-bedroom units account for 119 of the 170 proposed apartments. The rest would be studios and two-bedroom apartments. The development would also include 2,000 square feet of commercial space, according to design plans.

Urbal Architecture is the architect and Fazio Associates Inc. is the landscape architect. Previous plans submitted in 2022 listed Ankrom Moisan Architects and the landscape architect Site Workshop.

The 36,000-square-foot site is located on the southeast corner of North 38th Street and Woodland Park Avenue North, one block west of Stone Way North.

The city’s upzone of the area in 2019 has led to a surge in mid-rise developments. Down just a few doors on the same Woodland Park Avenue North block, Timberlane Partners announced preliminary plans last year to build a seven-story building with 133 apartments and underground parking. That project has yet to enter the design review stage, according to Seattle city filings.

Next door on Stone Way North, the 243-unit Cline Apartments developed by Carmel Partners at 3665 Stone Way N. opened in 2022.

CornerStone, Brooks Running’s expanded headquarters at 3524 Stone Way N., also opened nearby in November 2025.
